What is the motivation for the Tethys-Tellus rebellion against New Berlin? Is it cultural, religious, both? Or is it just on principle -- rejecting the authority of New Berlin to boss everyone else around?
I'm assuming the latter unless I hear otherwise…

Kristen, it's motivated by multiple things, as most wars are. For someone like my character Adam Goodwin, the most important principle is that New Berlin is taking away the essential freedoms of other people and assuming a dictatorial and very controlling role--including having a sense of cultural superiority--that they have no right to have.
For others there are economic interests. New Berlin dominates shipping lanes around Venus. Some people would like to break into that. As far as manufacturing goes, New Berlin sells a lot of its goods around the planet--other City States and nations would like to be able to compete on equal grounds.
And there are among some the sense that they WANT to have technology at a level that New Berlin doesn't accept as good or legitimate.
